I'll make this short and simple:
Economic power influences government.
According to NORML, more than 14 million Americans use marijuana regularly (and I'll bet that number has increased to at least 15 million in this past year).
Marijuana users come from all walks of life - working class, ganja riche, business owners, politicians, teachers, etc.
If all (or the majority) of marijuana users in America went on some kind of "strike" - be it from paying a certain tax, using/participating in a government service, or something else - it would call great attention to not only the large amount of marijuana users in our society, but also their large leverage on society.
We can achieve legalization through a consolidated group action.
